Program Management Office: BEACON Project Teams

 

Program Management Office
The Program Management Office (PMO) provides guidance and coordination across all BEACON initiatives. Specifically, the PMO manages day-to-day efforts of the overall program, facilitates BEACON communications, monitors master schedules and workplans, and coordinates the procurement and implementation activities with all BEACON initiatives. Change/Communications Team

The Change/Communications Team manages stakeholder interaction and communication, trains end users and guides the transformation of the State's current organization structure and culture. The Change/Communications Team also helps senior agency leadership drive efficiencies, promote common approaches and standardization, and improve business processes. This team is also responsible for helping the State transform into a new structure to support ongoing HR/Payroll business process, policy and software support and inquiries. The teams and their respective emails are included below:

Technical Development Team
The primary purpose of the Technical Development Team within the HR/Payroll initiative is to provide technical expertise and administration of SAP Basis, middleware applications, application security, data warehouse (BW), SAP Portal and Employee and Manager Self Service applications necessary to support the ERP system. In addition, this team provides programming and development expertise utilizing SAP's ABAP/4, JAVA, .NET, and others within the SAP R/3 system landscape. This development responsibility is required to support the development of product forms, reports, interfaces, legacy system conversions and custom extensions to SAP R/3 and various other applications supporting the State's ERP environment. This team interacts closely with the ITS Hosting Team to ensure stability of the system and that the technical needs of the rest of the team are met throughout the project. Functional Team
The Functional Team is responsible for the design, development and configuration of the to-be business processes to support the State's vision for the HR and Payroll system and serves as a focal point for process improvement opportunities. The team is responsible for coordinating and working with the system integrator to functionally configure and test each application area prior to go-live. The team also serves as the functional support organization after go-live for ongoing issue resolution, business processes and future projects. The Functional Team is made up of 4 distinct teams. Integration Team
The Integration Team designs, develops and configures the to-be business processes (primarily in the area of financials [FI] and controlling [CO] modules) to support the integration of the State's vision for the HR and Payroll system with the existing legacy financial and budgeting applications. The Integration Team is a focal point for financial business process improvement opportunities. The team is responsible for coordinating and working with the system integrator to functionally configure and test each application prior to go-live. The team also serves as the functional support organization after go-live for ongoing issue resolution, business processes, and the FI/CO for the future Budget & Financials implementation phase of the program. Technical Infrastructure Team
The Technical Infrastructure Team is tasked with designing, implementing and supporting the BEACON SAP Infrastructure. The core components of the infrastructure consists of the ERP 2005, Portal and Business Intelligence systems which each will be implemented in a Sandbox, Development, Quality Assurance, Training and Production environment. The collaboration with the data center warrants the high availability of the environment and the seamless integration with other applications (e.g. NCID). Additional software products like Adobe forms and Crystal Reports will be utilized to simplify the end-user interaction with the system. The different teams within the Technical Infrastructure Team are grouped into Core Support, Security, Portal and Business Intelligence. Shared Services Team

The Shared Services Implementation Team is focused on the process, technology and people aspects of the BEST Shared Services.  From a process perspective, the focus is on facilities design, governance, service level agreements, and desktop procedures. From a technology standpoint the focus is on design, development and deployment of the shared services telephony and case management system.  From a people aspect, we are focused on designing the organization staffing model, training of the BEST Shared Services employees, and marketing communications about the BEST Shared Services. Data Migration Team
The Data Migration and Cleansing Team is responsible for implementing a data migration strategy from legacy payroll and human resource systems to SAP Business Intelligence (BI).  The team’s goal is to create seamless reporting from SAP R/3 and SAP BI that includes the necessary historical data to support the BEACON HR/Payroll system.  The State's chosen data migration strategy is to copy all PMIS online data to a relational repository; convert selected historical data required for reporting to SAP BI; and maintain, develop and test a process to move the data from archived formats into the relational repository.  In order to resolve back pay claims, leave, and other retroactive adjustments, the state maintains payroll earnings and master data files which must remain accessible for future processing.  In addition, the State is retaining all summarized and detailed historical information from PMIS, including PMIS Employee and Position Data and PMIS Forms History and Employee and Position Actions.  The data migration strategy includes support for a two-phased SAP ERP roll-out as determined by the BEACON time line.
