HR/Payroll Initiative: Requirements

The purpose of the HR/Payroll Requirements Phase was to develop a detailed set of functional and technical requirements along with a corresponding business process redesign approach for the State's Human Resources and Payroll areas. This work also included the identification of significant changes needed within State agencies, management practices and organizational structure in order to accomplish the recommended re-engineering business practices.

Functional Requirements

Joint Application Design (JAD) sessions were held to gather functional requirements, design future business processes, and identify opportunities to enhance service delivery. Process owners, subject matter experts and various other individuals representing 26 state agencies and eight public universities participated in these sessions.

Technical Requirements

New system requirements/specifications, including process, function, data, security, and other technical requirements, were developed during Phase I. Additionally, requirements for application security, controls, minimum desktop and application bandwidth were identified along with a high level interface design, depicting the relationship between an HR/Payroll ERP solution and external/internal interfaces.

Business Process Improvements Initiative

A business process improvement initiative was completed in Phase I to better prepare the State for the upcoming implementation. State employees that participated in the JAD sessions further explored the business processes that could easily be consolidated to improve efficiency within the State prior to implementation.
