Data Integration

Today, most state agencies deliver services through a number of different programs that are supported by multiple, disparate information technology systems. As a result, information is spread across many “siloed” systems, which work well in support of specific business applications, but fail in their ability to efficiently merge data for improved information. Currently, integrating data can be difficult, time consuming and repetitive, all of which can negatively impact the State’s ability to provide efficient, quality services to its citizens. In order to improve the delivery of services and to extend transparency, it has become imperative for the State to develop a secured, economical and effective approach to data access and integration.

Session Law 2007-323, HB 1473, directed the Office of the State Controller, in cooperation with the State’s Chief Information Officer, to develop a Strategic Implementation Plan for the Integration of Databases and the sharing of information among state agencies and programs. It further directed that the plan be developed under the governance of the BEACON Project Steering Committee, and in conjunction with agency leaders and the Office of State Budget and Management.

The goals of the BEACON Data Integration Initiative are to:

  • Develop a strategic plan that identifies the technology and the business infrastructure needed to expand and promote the use of data, as an information asset, to support strategic and operational business decisions
  • Grow the statewide data integration movement through the identification, development and implementation of business intelligent applications

For this initiative, statewide data integration was defined as the capability of merging and reconciling dispersed data for analytical purposes through the use of standardized tools to support quick, agile, event-driven analysis for business. In short, the data integration initiative focuses on developing an environment that promotes the use of business intelligence to make better informed decisions.

The BEACON Strategic Plan for Data Integration was completed on April 30, 2008. This plan identifies the framework needed to support continuous improvement and while developing a culture of cross agency collaboration and sharing of information. This plan was developed by; leveraging the lessons learned from the BEACON Enterprise Data Warehouse Initiative, understanding the current state of data warehousing, evaluating industry best practices and identifying the State’s long term vision and goals.

The BEACON data integration team, with guidance from the General Assembly, is planning the next phase of the data integration initiative. While this activity takes place, agencies and programs are encouraged to review the strategic plan and identify opportunities where business intelligence can support their operations and service to citizens.
